An industrial project focused on local cocoa processing
SAMEN INDUSTRY S.A. is developing a cocoa processing plant in Baré-Bakem, in the Moungo department of Cameroon’s Littoral region. The site is located approximately 154 km from Douala. Several Cameroonian media outlets have covered the construction of the facility and its planned focus on cocoa bean grinding. Press coverage has also presented Baré-Bakem as an emerging location for local cocoa processing.2,3,4

The project is promoted by Patrice Samen, who is also mayor of Nkongsamba 2nd. The foundation stone was laid on 27 February 2026 in the presence of Trade Minister Luc Magloire Mbarga Atangana and Agriculture Minister Gabriel Mbairobe. This project milestone was reported by the national press.5
Verified facts about the production facility
Confirmed factsThe plant is being developed on a 3-hectare site, with approximately 1.4 hectares allocated to the main building. The planned grinding line has a nominal capacity of about 4 tonnes of cocoa beans per hour, equivalent to approximately 32,000 tonnes per year. This capacity was one of the main features highlighted in media coverage of the project.2,3
The estimated investment ranges from XAF 20 billion to XAF 30 billion. The project is expected to generate between 300 and 500 direct jobs. These figures describe the planned industrial configuration. They should not be interpreted as confirmation of actual production volumes or positions already filled.
SAMEN INDUSTRY is targeting the conversion of cocoa beans into semi-finished and finished derivatives: cocoa liquor or mass, butter, powder and cake. For industrial buyers, this positioning places the facility within the intermediate-product segments serving chocolate, biscuit, beverage, industrial bakery and other food-formulation activities. However, the commercial availability, specifications and packaging formats of each derivative still need to be documented before any procurement commitment.

Nominal capacity must be distinguished from actual availability
Commissioning had been announced for a date before July 2026. As of 20 October 2026, the sources supplied do not provide public confirmation that technical acceptance, industrial start-up or commercial production has taken place. The planned nominal capacity must therefore be clearly distinguished from currently available operational capacity.
For prospective partners and buyers, the next material updates should cover the status of the production line, performance trials, the ramp-up schedule, immediately available volumes and logistics arrangements. The available reporting confirms the existence and industrial ambition of the project, but does not provide a recent commissioning assessment.6,4
Information requiring direct confirmation
Before supplier qualification or contract negotiations, buyers and partners should seek direct confirmation from SAMEN INDUSTRY regarding:
- the current status of construction and commissioning;
- the derivatives actually available among butter, powder, liquor or mass, and cake;
- technical, microbiological and physicochemical specifications;
- available production capacity by operating period;
- packaging formats, storage conditions and shipment arrangements;
- quality-control and traceability systems;
- documentary readiness for the requirements of destination markets.
This final point concerns documentary preparation and readiness. Without verification of the relevant batches and supply chains, it does not support any claim of compliance with a specific regulation.
A platform for local value addition
The project fits within the SND30 framework and Cameroon’s import-substitution policy. Its industrial rationale is to process cocoa beans locally into derivatives that can be used by professional customers, rather than limiting value creation to the shipment of raw material. If commissioning and the announced performance levels are confirmed, SAMEN INDUSTRY could provide an industrial supply platform covering four product families: cocoa butter, powder, liquor or mass, and cake.
At this stage, the established facts make it possible to describe the site, estimated investment, nominal capacity, target products and employment potential. Information regarding actual operations, commercial specifications and immediately available volumes remains subject to confirmation directly with SAMEN INDUSTRY.
