A project focused on local cocoa processing

SAMEN INDUSTRY S.A. is developing a cocoa-processing plant in Baré-Bakem, in Cameroon’s Moungo department. Promoted by Patrice Samen, the project is designed to convert cocoa beans into semi-finished and finished products and thereby retain more industrial value within the country.

Cameroonian media coverage has presented the facility as a new cocoa-grinding operation and reported the launch of construction at Baré-Bakem. Other publications have focused on the foundation-stone ceremony and on Baré-Bakem’s prospective role in industrial cocoa processing.2,3,4

The plant occupies a 3-hectare site, with approximately 1.4 hectares allocated to the main building. Its grinding line is designed for about 4 tonnes per hour, equivalent to approximately 32,000 tonnes of beans per year. Investir au Cameroun also highlighted this industrial capacity in its coverage of the project under construction.5

A portfolio of cocoa derivatives

The planned processing configuration is intended to produce cocoa butter, powder, liquor or mass, and cake. For industrial buyers and partners, this model creates the prospect of sourcing locally processed ingredients rather than unprocessed raw beans.

Estimated investment stands at XAF 20–30 billion, while the project is expected to create 300–500 direct jobs. These features position SAMEN INDUSTRY as an agro-industrial processing project aligned with the SND30 framework and Cameroon’s import-substitution policy.

The foundation stone was laid in Baré-Bakem on 27 February 2026. The ceremony was attended by Trade Minister Luc Magloire Mbarga Atangana and Agriculture Minister Gabriel Mbairobe. Press coverage treated this milestone as the formal starting point of the industrial construction project. Alwihda Info likewise described the development as a forthcoming cocoa-processing facility in Cameroon.3,6

Status requiring confirmation as of September 2026

Commissioning had been announced for a date before July 2026. However, the usable sources supplied for this update do not establish that industrial start-up actually occurred. They also provide no confirmation of equipment trials, line qualification, operating rates or the beginning of commercial production. SAMEN INDUSTRY must therefore confirm the effective commissioning date.

Several operational matters also need to be documented before buyers can make procurement commitments. These include actual product availability, technical specifications, packaging formats, available volumes, lead times, quality-control procedures and logistics arrangements. No certification can be inferred from the available material.

Priorities for industrial partners

The next practical milestone is a verifiable industrial information package covering the line’s operating status, effective capacity and the characteristics of each cocoa derivative. Documentary preparation may also address bean origin, supply-chain traceability and records requested by international customers. Such work concerns documentary readiness only and must not be interpreted as a claim of EUDR compliance.

Subject to confirmation of commissioning, SAMEN INDUSTRY could connect a grinding facility located in the Moungo production area with an industrial offer covering cocoa butter, powder, liquor and cake. For prospective buyers and technical partners, the key issue is now the transition from a construction project to qualified, documented and commercially available production. Confirmation of that transition remains the principal information requirement.
