A project focused on local cocoa processing

SAMEN INDUSTRY S.A. is developing an industrial project in Baré-Bakem, in Cameroon’s Moungo department, to convert cocoa beans into semi-finished and finished products. Several Cameroonian media outlets have reported on the construction of the facility and the laying of its foundation stone. EcoMatin described the project as a cocoa grinding plant, while Actu Cameroun and Alwihda Info identified Baré-Bakem as its location.2,3,4

The foundation stone was laid on 27 February 2026. The project is promoted by Patrice Samen, promoter of SAMEN INDUSTRY S.A. and mayor of Nkongsamba 2nd. The facility is located approximately 154 km from Douala, within the Moungo area and close to cocoa-producing zones. Press coverage has also linked the Baré-Bakem development to the expansion of domestic cocoa processing.5

Planned industrial configuration

The project occupies a 3-hectare site, with about 1.4 hectares allocated to the main building. Its planned grinding line has a capacity of approximately 4 tonnes per hour, equivalent to around 32,000 tonnes of cocoa beans per year. This annual capacity has also featured prominently in press reports about the facility.2,6

The industrial line is intended to process beans into cocoa liquor or mass, butter, powder and cake. This configuration is designed to capture more value at the processing stage rather than limiting operations to raw bean trading. For industrial buyers, the project could ultimately provide access to ingredients used in chocolate, biscuits and other food applications. Product specifications, packaging formats and commercially available volumes have not yet been communicated in the supplied material and must be validated before contracting.

The project represents an estimated investment of XAF 20–30 billion. It is expected to generate 300–500 direct jobs. These figures describe the planned scale and anticipated employment impact; they should not be interpreted as confirmation that commercial production has started or that all expected positions have already been filled.

Status requiring confirmation as of September 2026

Commissioning had been announced before July 2026. The usable sources supplied for this update support the existence and location of the construction project, as well as its focus on cocoa grinding and processing. They do not, however, establish that industrial acceptance, commercial start-up or production ramp-up had been completed by the date of this corporate update.

The plant’s operational status therefore requires direct confirmation from SAMEN INDUSTRY. Information expected by prospective partners includes completion of construction, line testing, the effective start-up date, immediately available capacity and the commercial availability schedule for each cocoa derivative.

Practical points for buyers and industrial partners

Before entering into supply commitments, buyers will need validated technical data sheets, quality parameters, storage and transport conditions, and information on cocoa bean traceability. Any documentary preparation framework should be reviewed on the basis of supporting records and the requirements of the relevant destination market.

No claim is made that SAMEN INDUSTRY or any specific lot is EUDR documentary readiness. Any EUDR documentary readiness would need to be assessed separately using the traceability data, plot information and due-diligence records actually available. This distinction is important: announced processing capacity, current commercial availability and the documentary status of an individual supply are separate matters.

The project is positioned within Cameroon’s SND30 and import-substitution framework. Its expected industrial contribution is based on converting cocoa beans into marketable derivatives. At this stage, the corporate priority is to confirm commissioning status and document the technical and commercial parameters required for discussions with buyers and industrial partners.
