Industrial capacity focused on cocoa processing
SAMEN INDUSTRY S.A. is developing a cocoa processing plant in Baré-Bakem, in the Moungo department of Cameroon’s Littoral region. The site is located approximately 154 km from Douala. It covers 3 hectares, including about 1.4 hectares allocated to the main building. Cameroonian media have reported on the construction of this facility and its planned role in grinding cocoa beans at Baré-Bakem.2,3
The grinding line is designed for a capacity of approximately 4 tonnes per hour, equivalent to about 32,000 tonnes of cocoa beans per year. This is the main operational benchmark currently communicated for the project. It places the facility within the primary industrial processing segment, converting beans into inputs for chocolate manufacturers, biscuit producers, beverage companies, food processors and other industrial buyers of cocoa derivatives. Available media coverage also associates SAMEN INDUSTRY with an annual grinding capacity of 32,000 tonnes.3
Target derivatives for industrial markets
The planned product range includes cocoa butter, powder, liquor or mass, and cocoa cake. These semi-finished and finished products are intended to extend the local value chain beyond the sale of raw cocoa beans. For potential industrial partners, the announced capacity provides an initial indication of the project’s scale, but it does not replace product-specific commercial and technical documentation.
Before procurement decisions can be made, buyers will need technical data sheets, physicochemical parameters, packaging formats, confirmed available volumes, lead times, logistics arrangements and quality-assurance procedures. No product, plant or management-system certification can be inferred from the information currently available.
Investment, employment and local footprint
The estimated investment for the plant ranges from XAF 20 billion to XAF 30 billion. The project is expected to create between 300 and 500 direct jobs. Its location in Baré-Bakem anchors the production asset in the Moungo economic area and supports a local cocoa-processing model. Patrice Samen, promoter of SAMEN INDUSTRY S.A. and mayor of Nkongsamba 2nd, is leading the project.
The foundation stone was laid on 27 February 2026 in the presence of Trade Minister Luc Magloire Mbarga Atangana and Agriculture Minister Gabriel Mbairobe. Media outlets covered this formal launch of the Baré-Bakem plant project. The facility is positioned within the SND30 and import-substitution framework, with an industrial focus on converting cocoa beans into higher-value derivatives.4,5
Status requiring confirmation as of 7 August 2026
Commissioning had been announced for a date before July 2026. However, as of 7 August 2026, the usable sources supplied do not confirm that the plant has entered commercial production. They also do not document the current construction stage, line testing, product qualification or the availability of deliverable volumes. These matters therefore require direct confirmation from SAMEN INDUSTRY.
For buyers and industrial partners, the practical next steps are to obtain an updated operating schedule, derivative specifications, supplier-qualification requirements and traceability documentation. Documentation readiness for relevant market requirements, including supply chains falling within the scope of the EUDR, should be assessed through supporting records. Neither any lot nor SAMEN INDUSTRY should be described as EUDR documentary readiness on the basis of the information currently available.
