Baré-Bakem: documenting industrial progress to support local cocoa processing

An industrial project rooted in Moungo

The SAMEN INDUSTRY plant project in Baré-Bakem brings local cocoa processing into focus as an industrial opportunity for the Moungo area. Several Cameroonian media outlets have reported on the project, its location and the laying of its foundation stone. Cameroon Tribune has also associated Baré-Bakem with the development of cocoa processing activities.^2,3,4

Patrice Samen, promoter of SAMEN INDUSTRY S.A. and mayor of Nkongsamba 2nd, is leading the industrial initiative on a 3-hectare site, including approximately 1.4 hectares for the main building. The plant under construction is located in Baré-Bakem, within the Moungo department, approximately 154 km from Douala.

The announced industrial configuration includes a grinding line rated at approximately 4 tonnes per hour, representing an indicative annual capacity of around 32,000 tonnes of cocoa beans. This capacity has also featured in media coverage of the project. The target product range includes cocoa butter, powder, liquor or mass, and cake.²

Established project facts

The foundation stone was laid on 27 February 2026 in the presence of Trade Minister Luc Magloire Mbarga Atangana and Agriculture Minister Gabriel Mbairobe. The press reported on this institutional and industrial milestone.³

Estimated investment stands between XAF 20 billion and XAF 30 billion, while the project is expected to generate between 300 and 500 direct jobs. It is positioned within Cameroon’s SND30 framework and import-substitution policy, focusing on the local manufacture of cocoa semi-finished and finished products.

For the territory, the project is therefore broader than the installation of grinding equipment. It also involves supplier relationships, bean qualification, logistics, storage, quality control and the commercialisation of cocoa derivatives. For industrial buyers, access to a processing facility in Moungo could become relevant once technical specifications, production schedules and commercial procedures are formally documented.

Information requiring confirmation as of August 2026

The commissioning timeline included in the company context preceded July 2026. However, the usable monitoring material available for this daily update does not confirm that the plant has entered commercial production. The construction status, technical trials, equipment acceptance, available output and timing of initial deliveries must therefore be updated before any procurement or partnership decision is made.

Available press headlines confirm media interest in the planned processing plant in Baré-Bakem and the wider Nkongsamba area. They do not establish the immediate availability of cocoa lots, their specifications or their suitability for a particular buyer’s requirements.^5,2

Priorities for buyers and partners

A useful next institutional step would be to consolidate verifiable documentation covering project progress, effective capacity, proposed products and supplier qualification procedures. This preparation should address technical data sheets, quality controls, origin identification, intake records, lot segregation and the retention of supporting documentation.

Such work concerns documentary and operational readiness, particularly for partners exposed to the traceability requirements of international markets. It does not provide a basis for stating that any lot or SAMEN INDUSTRY itself is compliant with the European Union Deforestation Regulation. Any such assessment would need to be conducted for the relevant supply and operator, using verifiable documents and the legal requirements applicable to that operator.

By linking Moungo’s production basin with the manufacture of cocoa butter, powder, liquor or mass, and cake, SAMEN INDUSTRY has the potential to strengthen local value addition. As of August 2026, however, the credibility of that opportunity depends on factual reporting of industrial progress and on a documentation system that responds to the expectations of producers, buyers and technical partners.
